*69 was around at the time, but you could also block your number on outgoing calls from being "*69'd" if I recall correctly, however the police can always pull what they call "LUDS" or local usage details (I believe that's the term) that show the incoming and outgoing #'s for a landline back in '95.

My theory is still that this was just a bungled investigation from the start, and unfortunately with the lack of real evidence collection we unfortunately may never know.  Hopefully someone who knows something will say something.  That's how most cases are broken.
