Harassment: Maybe
Cover-up: Maybe, but looking a lot less likely.

The officers named in the article were either accused specifically of harassment, or of (by negligence or conspiracy) improperly dealing with the information Philpott passed along.

Now to the brass tacks. Did the police, or a policeman acting on his own, actually kidnap Jodi?

We don't know: How the caller came upon this information. Why the caller chose a TV preacher over the FBI. Something fishy here.

We don't know: Why, if he believed this information was credible and that the MCPD were killing people, Pastor Philpott went to MCPD. Even if having a relative there made him feel better, wouldn't it be obvious that he was putting her in danger, if the accusation was true? She wouldn't have been significantly harder to "disappear" than Jodi, and in corrupt police departments, simply putting someone in harm's way with inadequate backup can do what overt malice can't. I'm not blaming Philpott for any harassment Ohl may have experienced - but, like this anonymous caller, his actions here are not consistent with someone who believed he had correct information to share.

This story has already been backpedaled significantly in 24 hours. If I had to guess, it would be that the actual evidence Ohl was harassed is not enough to lead to disciplining the other officers or win her reinstatement, and so she's throwing a bunch of garbage at the wall to see if anything sticks and embarrasses the dept. I'm just really underwhelmed by the Jodi connection here.

For all the reasons to look at a law enforcement connection, this is probably the most disappointing

One more thing. The officers named in the initial Globe-Gazette story as being possibly involved in Jodi's disappearance were actually accused of failing to react properly to Philpott's "evidence."

Not of having kidnapped Jodi. Not of having been "involved in the kidnapping."

That's a huge difference.

Someone just plain screwed up. Someone is going to be buying these officers a heck of a nice retirement.
